Nashville Downtown Partnership Submits Annual Budget, Financial Report to Metro Council

Increased investments in cleaning, safety will complement expanded service area approved by Metro Council in 2025

NASHVILLE, April 15, 2026 – The Nashville Downtown Partnership (NDP), a private, nonprofit corporation whose mission is to make downtown Nashville the compelling urban center in the Southeast in which to live, work, play and invest, is increasing its investment in cleaning and safety services throughout downtown’s two business improvement districts (BIDs), the Central BID and the Gulch BID.

In its annual budget and financial report submitted to the Metropolitan Council on Wednesday, April 15, NDP reported an anticipated increase of services in the 2027 Metro Budget. This aligns with the recent increase of NDP’s service footprint that took effect on January 1 of this year after Metro Council’s overwhelming approval of a 2025 bill that brought more of downtown’s footprint into the CBID.

“The continued support of Metro Council is crucial as we continue to navigate the incredible growth of downtown Nashville, including residential, visitor, and investment growth,” said Tom Turner, President & CEO of NDP. “We’re proud to contribute to this success and look forward to continued partnership with Council and all of Metro with the shared goal of making downtown’s shared spaces a premier destination for locals and visitors alike.”

Specifically within the BIDs, NDP anticipates a revenue of $9,690,434 through property owner assessments, and $5,938,216 through fees. This revenue is then invested primarily in cleaning, safety and outreach services.

CLEANING

NDP employs a full-time Cleaning Team that picks up litter, sweeps sidewalks and pressure washes graffiti throughout its service area. Typically beginning work at 4 a.m. and ending late in the evening, this team plays a vital role in keeping downtown clean, especially on the weekends when downtown’s population increases by approx. 77%. In 2025 alone, NDP:

  • Removed more than 2.1 million pounds of trash;
  • Traveled 44,383 miles on streetsweepers;
  • Removed 47,580 square feet of graffiti.

SAFETY & OUTREACH

NDP works closely with MNPD, local businesses and residents, and external partners to ensure downtown is safe for all to enjoy. Throughout the BIDs, Safety Ambassadors offer eyes and ears to support and assist the neighborhood. A robust outreach program connects unhoused Nashvillians to resources, recovery services, housing, and pathways toward long-term stability.

  • Outreach remains a vital aspect of NDP’s safety efforts. In 2025 alone, NDP:
  • Connected 35 individuals to rehab/detox programs;
  • Connected 64 individuals to sober living supports;
  • Connected 30 individuals with gainful employment.

    PARKS & PLACEMAKING

    NDP currently programs and maintains several park spaces, including Church Street Park, Riverfront Park and Walk of Fame Park, in collaboration with Metro Parks. In 2025, NDP hosted 415 free events for the neighborhood in these spaces and anticipates this number will increase in 2026 and beyond.
